"This is classic high fantasy. STELLAR research & world-building. You are a GOOD writer, with super world-building and description. You were MADE to write fantasy." Renee Wildes, Fantasy Romance Author

"I was enticed from the beginning! I feel total admiration for Carina. Marek possesses all the qualities required of a stellar hero. The author used all the senses to establish an enchanting "otherworldliness" of the setting." Joelle Walker, Editor, MuseItUp Publishing

"The world building is both fun and different." Alicia Condon, Editorial Director, Kensington Books

"This story was remarkable!" Dee Carney, Erotic Romance Author

From the Author
I wrote Caller of Light as a dedication to my mother who died of ovarian cancer after a yearlong battle. Love you, Mom! TJ.

From the Inside Flap
He was about to inquire into Carina's whereabouts when she emerged at the top of the stairs. She paused. Uncertainty flickered across her face. For a moment he thought she was going to fade back into the shadows of the upper floors. But she took a deep breath, squared her shoulders, and stepped off the landing.

He inhaled a ragged breath at the sight of her. Her dress accentuated the slight swing of her hips while the tight bodice molded perfectly to the swell of her breasts. With each step as she descended, a slow burn heated his blood, flooding hot desire straight to his groin. She shimmered in the soft light spilling from the room--a light acting as a path for her to follow, illuminating her way...to him.

She entered with her head bowed and lowered into a deep curtsy. "Your Majesty."

He extended his hand and tried to keep his fingers from twitching in anticipation of her touch. His body trembled when her hand slipped into his.

For the second time today, he couldn't let her go. She had entered the room on a whisper, but swept across his senses like a winter storm.

As she looked down, he resisted the urge to brush his thumb across the soft curve of her lips. She was a feast for his eyes to devour. He wanted to tell her that she looked stunning, but his voice failed him and he could only mutter her name in a gravelly, scrape of sound.

One Hell of an Emotional Rollercoaster....
By College Dork
....Was exactly what i felt. When an author can make their readers feel pain, love, sadness, jealousy, etc then that author did their job well. TJ Shaw did exactly just that and more. I felt as this omniscient being who witness and experienced everything. I cried when Carina should have cried but remained strong even though she wanted to. When i read this story i was reminded of an archetype, Cinderella. But instead of finding her missing slipper and marrying the prince, Carina discovers her past and future with her soul-mate, Marek (who is by the way King :)
So if dragons, magic and finding true love is your thing then look no further for this book is one that i fell instantly in love with. I will be waiting eagerly for her next book to see what dangers lie in wait for Carina XP

Cinderella meets Pern
By Kaitlin Bevis- YA Author
I don't know why I don't read traditional fantasy more often. I always end up loving the books! Always! And Caller of Light was no exception. Shaw builds a completely unique world full of Critons, which are essentially dragons. The Critons bond with their riders but they sometimes need assistance from a caller. Unfortunately the last caller dropped off the face of the earth over a decade ago.

Meanwhile, Carina is our spirited underdog. Abused and treated as a servant in her own house she captures the heart of a King. Her evil half sister is willing to do whatever it takes to sabotageCarina and Duncan's relationship. Meanwhile there's political intrigue and looming threats of war in Duncan's kingdom

The only thing I didn't like, and yes, I know, this is crazy nitpicky, I didn't like that Criton was capitalized. I get that their sentient super special cool dragon like creatures, but you don't capitalize dragon, you capitalize the dragons name. I don't think I would have noticed at all had I not just had to do a global edit for something very similar. But I did notice, and the word criton was used here about as often as the word horse would be used in a western so it just kept poking at me.

However, I just read a long book and my only complaint whatsoever is the capitalization of one word. I think that speaks volumes for how GOOD this book is

Great Heartwarming story!! So worth it.
By Cheryl
First and foremost I would recommend this book to everyone I know who likes romance, mystery, and a heartwarming story. I cried when the book warranted it. It made me sad, happy, mad, and at times pissed off. LoL. I chose 5 stars because the storyline was on point. It wasn't what I expected it to be, but it went beyond my expectations. I won't spoil it, but my only advice would be to come up with another book because this story warrants a better ending at least from my point. Loved the characters Carina, Marek, Damon, and Caden. :)

is funny. The plot follows the predictability of most fantasy ...
By Kindle Customer
Brian Anderson has talent. It was clear with his first book of the series and is especially true here. He can paint pictures of the scene clearly, he can make me believe in the characters, his prose is clean and fluid and his humor, for the most part anyway, is funny. The plot follows the predictability of most fantasy novels, but this is o.k. It seems that the only way to make a novel of this genre "unpredictable" is to kill of main characters at random. Anderson also falls into the trap of "philosophizing" as if his characters contained true "wisdom." This is a common fallacy that fantasy writers fall in. There are betters ways to express one's opinion of morals and where we come from without explicitly saying them through character monologues. This is not why I read fantasy novels. There is a beautiful attempt to blend the modern and the fantasy into one. One can almost regret that the characters do not spend a lot more time exploring both.

In fact, I would be inclined to rate this book three to four stars if not for his poor use of vulgar language and terribly poor sense of sexual content. There are many books that have a good understanding of vulgarity. They use it in the context of the characters, it fits in the dialogue, and while the language is sharp by its nature, it does not stand out of place of the text. Anderson, at least in the world he has created here, fails to make an impressive enough context to fit it in. He seems like a child, who truly wishing to be that grown-up, is testing his experience with those things his parents have forbidden him to say with the same undesirable result.

This leads us to the sexual content. Yes, the main character is an 18 year old boy who is fighting to comprehend the urges of love and sexuality. However, is it really necessary to tell the audience that the character's "manhood" reacts the same way every time he is approached by a woman? Anderson does nothing to engage the imagination and so the scenes become contrived, forced, and uncomfortable (and not because the reader relates to the character's discomfort). There is a way to approach the situation in which the reader knows without a doubt how the character is reacting without ever needing to explicitly say it (and certainly not in the same way every time). Anderson writes a scene in which the main character stands and finds out that he is in an embarrassingly, compromised position. If the poor use of language had been omitted the audience would have the chance of not only feeling shocked, but share the in the embarrassment of the character. Anderson fails in this. Then there is the pestiferous main antagonist. The audience is already aware the of the twisted nature of Emperor. Considering what has been said on the contrived nature of sexuality in this novel, the reader is then faced with a very unhappy situation. Rape is a detestable thing and can invoke strong emotions in the readers. The level Anderson takes it was ridiculous. Rather than feeling for the people, woman and men, who are being terrorized in this way, the reader is left wondering if in fact the writer needs therapy. The reader will probably find his or herself skipping these scenes not because they are disgusted at the antagonist, but merely at the poor attempt at writing and their disgust at Anderson. If these scenes are sparse, the issue would be not important. But alas, I am compelled to spill ink on the issue.

This is not a great novel. If not for the poor attempts of being "grown-up" the I would easily recommend the novel for light reading. The structure is fluent and the language easy to follow. However, considering its content I cannot. I hope Anderson is able to fix this error in judgement in the future. He has the potential for great works.

Such a shame. The story had so much potential but for some reason the author felt compelled to add forced romance and a few corny scenes that reaĺly don't fit. I wish he stuck true with the story and the adventure.

Not worth the time it took to read
By Kristin Donovan
I only read this because I needed the conclusion to the first book. Like the first book, the writing is terrible -- choppy and juvenile. The worst part was the "erotic" scenes, which were, by far, the most poorly written parts of the book. It's like the author has never seen a real woman or had a romantic encounter of any kind. Not only are they badly written, they do nothing to further the plot of the book or add any dimension to the story. The could have been left out entirely and the audience would have been the better for it. The story itself is predictable and falls squarely into the fantasy-hero trope. The plot has promise, but poor character development and simultaneously not enough detail (back-story, character stories) and too much detail (unnecessary side points, character 'reflection') makes this a slow, boring read.

This book is the first comprehensive, global treatment of landesque capital, a widespread concept used to understand anthropogenic landscapes that serve important economic, social, and ritual purposes. Spanning the disciplines of anthropology, human ecology, geography, archaeology, and history, chapters combine theoretical rigor with in-depth empirical studies of major landscape modifications from ancient to contemporary times. They assess not only degradation but also the social, political, and economic institutions and contexts that make sustainability possible. Offering tightly edited, original contributions from leading scholars, this book will have a lasting influence on the study long-term human-environment relations in the human and natural sciences.

Review
“Hkansson and Widgren consider well landesque capital, an underused concept critical for scholars studying the political economy and ecology of traditional societies. They show how an approach deriving broadly from landesque capital is vital to issues of sustainability and control.”

—Dr. Timothy Earle, Northwestern University

“Landesque Capital is a delightful, diverse and invaluable book offering a detailed analysis of investment by rural people in their land to meet economic, cultural and spiritual needs. The book tests and demonstrates the value of the concept of landesque capital in theory and in practice, through case studies of landscape and agricultural history from Sweden to Solomon Islands, via Africa, Asia and Latin America. This is scholarship of a high order: theoretically sharp, empirically deep and highly relevant in a world searching for sustainability.”

—Bill Adams, University of Cambridge

“This book, representing fresh work from several academic disciplines, on case studies from several continents, brings readers up to date with the current debates on the concept of 'landesque capital.' It shows convincingly how the features of an agrarian landscape — terraces, irrigation ditches, and so forth — are embedded both in social systems and in nature simultaneously. The book realizes the potential of historical ecology to illuminate both past and present, both locally and globally.”

—J.R. McNeill, Georgetown University

“If a diverse group of scholars representing a variety of allied disciplines and working in assorted regions and time periods finds it a (productive and stimulating) challenge to unify their approaches to enduring landscape modifications, this is testament to the difficulty of simultaneously grappling with the conceptual and methodological challenges posed by palimpsest landscapes; the interplay of practice, process, and product; and an insidious but useful Cartesian nature-culture separation. The editors and contributors are to be commended for tackling this knotty problem.”

—Journal of Anthropological Research

“Landesque Capital: The Historical Ecology of Enduring Landscape Modifications is a timely and important edited volume investigating the theoretical concept of landesque capital while relying on a global cross-cultural set of empirical studies. … The volume provides a much needed bottom-up global perspective on sustainable food production systems as described by editors N. Thomas Hakansson and Mats Widgren. While this book is not about sustainability, the contributions are central to any discussion of global sustainability because they shine critical light on regional landscape perspectives, culture, and land use.”

—Timothy Murtha, Environment and Society

Valuable resource on traditional landscape management
By E. N. Anderson
Landesque capital is a term coined by Amartya Sen, to refer to major modifications in the land (fixed capital in the form of land modification). This book deals with such modifications in traditional societies. Terracing as in Luzon and east Africa, irrigation systems and canals, and constructed wet-fields such as rice paddies and taro fields are the main forms discussed here. Kathleen Morrison notes that such large-scale, heavy-labor developments grade imperceptibly into ordinary field creation and ultimately into the alteration of the soil by farming. And of course the line between "land" and "capital" is deliberately blurred here, if not downright obliterated. So we are dealing with a fuzzy set--a concept with no firm boiundary. It grades into more ordinary classifications of land.
What are important in these studies are the attention to ethnographic context and to detailed histories. Landesque capital flourishes within historical ecology. All these major landscape modifications required a lot of time to build, and have to be maintained indefinitely. Some terracing systems are quite young (the Luzon ones did not take off till 400 years ago), but others are thousands of years old.
Many, if not all, these systems were started and developed for ritual, ceremonial, or status reasons. Many produced commodities for trade. It is possible that some major, difficult landscape modifications were purely for subsistence, but apparently not common. People need a stronger set of motives.
Having studied or observed systems like this in China, Indonesia and Peru, I find this book a very valuable resource. I would recommend that everyone read it with Google Maps or some comparable software loaded and at the ready. I sought out the sites (at least the ones I didn't know) on Google Maps to get a sense of what the terraces and canals looked like on the ground, and found this extremely helpful in understanding.

From Booklist
Anyone who has been in the home-gardening game for any length of time has probably encountered much dubious advice passed on by neighbors, self-styled experts, and even Internet posters. In this concise, well-written guide to separating the scientifically valid tips from the invalid, seasoned horticultural specialists Gillman and Maynard cover a great range of gardening topics, from soil chemistry to watering to lawn care. Each chapter is divided into three sections reviewing “good advice,” “advice that’s debatable,” and “advice that’s just wrong.” Some examples of good advice include applying pesticides in the morning and keeping shrubs together. The more surprising debatable advice includes cautions about using pricey grow lights for seeding and planting vegetables in rows. In the “just wrong” column, the authors debunk such ideas as the need for gravel in container bottoms for drainage and the necessity of plentiful lawn watering during a hot summer. A well-researched, indispensable resource that belongs on every gardening shelf. --Carl Hays

Deconding Gardening Advice The Science Behind the 100 Most Common Recommendations
By T. rooney
I really enjoyed this book. As a long time experienced gardener I found that the explanations about why do to or not to do something very clear and concise. I loved the concept of dividing the chapters in to the Good/Debatable/Wrong categories. As a Master Gardener often answering a gardening question begins with 'well it depends'. Because the Debatable section is usually the largest in each chapter, it is easy to to understand why so many of my answers have always begun with 'well, it depends'. This book will be a great reference for any level of gardening ability/interest. If you are a long time gardener you will find the reasons behind the things you are doing (or should not be doing). If you are a new gardener you will find clear answers, clear explanations and gentle guidance into a pursuit that can be as big or little, as friendly or intimidating as you want it to be. The amount of gardening information can be overwhelming, but this book is written in such a way that you can quickly find the answer to a specific question. Or you can spend enjoyable hours just reading it. The "Real Dirt" notes are also interesting bonus nuggets of information or direction. The fact that the advice is based on scientific research lends the book validity. And as all good gardeners are aware, and the authors point out time and again, your experience may be different, you can try anything, it may/may not work for you but now you will have the facts and can work from that knowledge.

much advice, not so much science
By FeliciaP
First let me say, I think most of the advice in this book is spot-on. If you're looking for advice that works, and don't really care if it's based on science or Gillman and Maynard's latest stint with the ouija board, then you'll be a happy reader. But if, as the subtitle promises, you DO care about the science of gardening, you'll be frustrated. This is, essentially, a book of advice on how to approach other people's advice. And since there are lots of good advice books out there, and this one doesn't really break any new ground, it's hard to recommend.

So my main problems are these:

The text --- It is, literally, poop-colored. Legibility was sacrificed for a dubious aesthetic choice. Is black print really so bad?

The visuals --- There are none. No graphics, no illustrations, no photographs, no nothing. Just page after page of poop-hued typography.

The subtitle, and this is my main gripe --- it's a cheat. The way the book is presented, it reads as opinion and anecdotal evidence, not science. Gillman may BE a scientist, but that mere fact doesn't actually render his take on any given subject "science." Anecdote and personal experience, however expert, are still just that. The entries in this book that are clearly data-driven are the exception. By contrast, there are almost endless references to Gillman's and other gardeners' "experience." This anecdotal evidence may be true, useful, and ultimately provable, but anecdote is actually the opposite of science, and this book isn't subtitled "the anecdotal evidence and expert experience behind the 100 most common recommendations." The authors claim the mantle of scientific authority, but don't do us the honor of employing the actual scientific method. Maybe they worried readers would be bored if they got all sciency on us.

I'm happy to grant that much of what Gillman and Maynard present as truth may very well have genuine scientific support, but if it does, they don't let on. What they present as objective fact could just as easily have been pulled straight out of someone's favorite orifice; there's simply no way to know, at least not from this book. Which, in other words, makes the book exactly what it purports not to be. And which leaves us, as is the case with all advice, feeling like we're just supposed to take their word for it. That's "appealing to authority," and that's not science either.

Digging up the facts about gardening guidance
By Tim Tune
If you've ever questioned a commonly repeated gardening tip and considered submitting it to Mythbusters for analysis, don't bother. Just buy this book, which more than likely addresses your suspicion.

What gardener hasn't been drilled by neighbors, radio talk show hosts, newspaper/website columnists and the garden center guys with supposed horticultural wisdom such as "deadhead to encourage bloom" or "always mulch gardens"?

Decoding Gardening Advice - The Science Behind the 100 Most Common Recommendations digs to the roots of such guidance and exposes what's right, what's questionable and what's incorrect. Authors Jeff Gillman, associate professor of horticultural science at the University of Minnesota, and journalist/master gardener Meleah Maynard examine a wide range of gardening tips from the ground up.

Decoding Gardening Advice is organized into eight chapters covering broad topics such as soil, water, mulch, trees and shrubs, vegetables and fruit; and lawn care. Each chapter examines common guidelines on the topic, arranged in sub-sections of "Good Advice," "Advice That's Debatable" and "Advice That's Just Wrong."

Along with their judgment of good, debatable and wrong, the authors explain what happens if the advice is followed, offer instructions on how to correctly follow good advice, present an alternative to debatable or wrong advice and wrap it up with a concise summary.

What seems missing from this book are pictures, a staple for gardening tomes. Except for a small drawing to decorate each chapter's table of contents, the only other artwork is black-and-white head shots of the authors. But there are several helpful charts.

Even without pictures or the flashy special effects you might see on Mythbusters, there are some twists that add a bit of drama. For instance, strict organic gardeners may wince at some of the authors' conclusions. Gillman and Maynard deem debatable the mantra to "use organic fertilizers rather than synthetic fertilizers," saying that organic remedies generally cost more and may not be as effective. They also conclude that using compost tea is "just wrong," its benefits are unproven and it "has the potential to make people sick" because it can contain bad bacteria, including E. coli.

Most of the book's conclusions aren't so dramatic, however, and much of the advice gardeners have practiced forever is validated. With its plain, accessible language and occasional humor, this reference book might just help relieve some of the confusion caused by not knowing whether seemingly iron-clad rules really work.

By the way, the authors say that deadheading is good advice. However, they conclude that "always mulch gardens" is debatable.

Exorbitant Privilege: The Rise and Fall of the Dollar and the Future of the International Monetary System, by Barry Eichengreen

Recent events in the US--high unemployment, record federal deficits, and unprecedented financial distress--have raised serious doubts about the future of the dollar. So profound has been the impact that some say the dollar may soon cease to be the world's standard currency. Is the situation that bad? In Exorbitant Privilege, one of our foremost experts on the international financial system argues that while the dollar is bound to lose its singular status to newcomers like the Euro and the Chinese Renminbi, the coming changes will be neither sudden nor dire. Barry Eichengreen puts today's crisis in historical context, revealing that only after World War II, with Europe and Japan in ruins, did the dollar become the world's monetary lingua franca--the reserve currency of the world's banks and the kind of cash accepted virtually everywhere. Now, with the rise of China, India, Brazil and other emerging economies, America no longer towers over the global economy like before. And the U.S. itself faces very serious economic and financial challenges as it contemplates its medium-term future. But despite this, Eichengreen concludes, predictions of the dollar's demise are greatly exaggerated. The paperback edition features a new afterword that takes the story up through 2012.

As would be expected, Exorbitant Privilege is extremely well informed, cogently argued, and broadly persuasive. Events and policies, such as the Suez war, the EMS breakdown or the current financial crisis--together with sharp criticism of the excessive deregulation favoured by both Alan Greenspan and Larry Summers--are splendidly documented. Conflicting views of what might happen in the future are clearly put forward and analysed. Unexpectedly, perhaps, the book also displays fairly frequent touches of humour. Excellent history, weaker on prediction
By Aaron C. Brown
As other reviewers have noted, the first half of this book is a history of US currency in international transactions. While important, this material is necessarily dull. The author does an excellent job of making it no duller than it has to be. He does not leave out the important minutiae of trade acceptances and special drawing rights, but he explains them clearly and without jargon; without droning on beyond the needs of the history. The author has an extremely dry sense of humor, easy to miss but worth catching, and works in enough amusing detail to keep you awake.

Compared to the conventional story, this book presents a generally negative picture of currency management, especially in Europe and doubly especially in the UK. The US makes its share of mistakes in the book, but fewer than other countries. That plus two world wars propelled the dollar to international prominence. The careful parsing of history also reveals that currency hegemony is more fragile than commonly thought, it is largely coincidence that we have had only two dominant world currencies, sterling and dollar, over nearly 200 years.

Over the last 20 years fiscal mismanagement and financial crisis threaten the dollar's global role, and other countries have made successful innovations. But the dollar's relative advantages remain strong, which should at least make one of the major international currency if we don't screw things up too much. However no currency is likely to dominate the way the pound did in the 19th century or the dollar did in the 20th.

On the downside, the book has a narrow focus. Financial markets are absent from the story, except when they are causing trouble. The author's analysis of those troubles seems pulled from a few fulminating editorials, in contrast to the careful research on monetary topics (supported by excellent notes and references). Trade flows and import/export considerations are emphasized while the much larger financial flows get scant treatment (and, again, only when the cause trouble). There is no deep treatment of banks, we see them only as lobbyists for monetary affairs. It's hard to believe you can describe money without some discussion of banks and finance.

My other criticism is I found the predictions based to be based entirely on history. While history can teach us a lot, the world has also changed in important respects. Can we really turn back the clock in a global financial system with an Internet? Maybe the answer is "yes," but you won't find convincing arguments in this book.

Overall, I recommend this book highly for people who are already knowledgeable about finance and financial history. You will learn a lot. I have only a qualified recommendation for others. You will also learn a lot, but I think the knowledge will be unbalanced, and the conclusions possibly misleading.

De Gaulle Did not Use the Expression "Exorbitant Privilege"
By Etienne RP
Most French people attribute the expression "America's exorbitant privilege" to de Gaulle. Those familiar with postwar economic history may associate it with the name of Jacques Rueff, the independent economist who advised de Gaulle on monetary matters. The "exorbitant privilege" of the dollar has been associated with America's ability to record a "deficit without tears" that gives people the impression "that they can give without taking, lend without borrowing, and purchase without paying", to borrow a quotation from Jacques Rueff. Or, as a Treasury Secretary once famously replied to Europeans worried by exchange rate fluctuations, the dollar "is our currency, but your problem."

But in fact it was not de Gaulle nor Jacques Rueff who used this expression first, and the "exorbitant privilege" is nowhere to be found in their speeches or writings. It was Raymond Aron, the public intellectual otherwise sympathetic to American power, who wrote it for the first time in his column published by Le Figaro in February 1965. The line was a quote from a declaration by Valry Giscard d'Estaing, finance minister to de Gaulle, and also much less inclined to denounce American hegemony.

Barry Eichengreen, who rightly attributes the quote to whom it is due, is the don of international monetary history. He has published scores of books and papers on the international monetary system, from the gold standard to Bretton Woods and beyond. No one is therefore more qualified to write an essay about the challenges facing the dollar as an international currency. His book covers a lot of material presented in a concise and non-academic way. Readers who need a one-stop shop for the history of international currencies should look no further.

The story starts with the clam shells, furs and tobacco leaf bundles used by the Pilgrim Fathers in their trade with Native Americans and between themselves (need a wampum, anyone?). The book then covers the successive attempts to create a central bank in the US. The third trial was the right one: the Fed was born as the creature from Jekyll Island, the remote resort off the Georgia coast where six influential financiers retreated in 1910 to discuss their plot while avoiding publicity. The First World War transformed the US from debtor to creditor nation, and gave a fatal blow to Britain's power. For Eichengreen, from as early as 1914, and even more so in the interwar period, the fat lady had sung its song, and the dollar had dethroned the sterling as the premier international currency. The sterling was however able to cling as an important reserve currency until the Suez Crisis in 1956, when US opposition to UK imperialist policy brought the sterling crashing down (the expression "gnomes from Zrich" used to disparage currency speculators dates from then, and was coined by a British politician, not by the French or de Gaulle, to which it is sometimes attributed. The reasons so many quotes are wrongly attributed to de Gaulle is because he was a master of words, using such rare expressions as "volapk" "tracassin", "cabri" or "tous azimuts" that are a strain to students of French as a foreign language.)

The book also provides a well-rounded chapter on monetary integration in Europe. Eichengreen argues that the eurozone was built with initial flaws that later came to haunt it in the aftermath of the late-2000 Great Recession. To summarize, it all happened because of Luxemburg. This tiny country with impeccable European credentials could only be admitted in the eurozone's inner circle when the European monetary union was created in 1999. But it was already in a monetary union with Belgium, which had a large public debt and more fragile economic governance. Admitting Belgium in turn meant that it would be impossible to invoke the Maastricht Treaty's public debt ceiling to keep other countries from joining in. Hence entered Italy, Ireland, Spain, Portugal, and even Greece, although the admission of the later came back with a vengeance in 2010. Nonetheless, the author is moderately optimistic about the prospects for the euro. Although it was created before all the economic prerequisites were in place, the member states now feel compelled to complete them, and this is why "the euro will likely emerge from its crisis stronger than it was before", Eichengreen writes.

The subprime crisis and the 2008-2009 financial meltdown are covered in some detail, with the author still brimming with anger at the follies of financiers stretching for yield and the sloth of regulators asleep at the switch. In the last chapter ("Dollar Crush"), Eichengreen gives us a glimpse of what the world would look like after the dollar comes tumbling down and loses its international status. It is not a comforting sight. The United States are downgraded to emerging economy status, and have to rely on the generosity of others in the event of a crisis. Losing their exorbitant privilege means Americans will have to consume less, export more, and pay higher interest rates on a debt that will be partly denominated in foreign currencies. The Fed will no longer be able to cut interest rates in recessions without paying due consideration for the external value of the dollar, and it will have to raise rates in case of dollar depreciation. The author deems this scenario moderately plausible. As he notes, "people have been wrong before when betting against the U.S. economy. They have been wrong before when betting against the dollar. They could be wrong again. Or they could be right, in which case the dollar's exorbitant privilege will be no more."

As Eichengreen states in the introduction, much of what passes as conventional wisdom on international currency is wrong. It is thought that widespread international rule of a currency confers on its issuer geopolitical and strategic leverage. In fact, it is the other way around: people choose the dollar because the U.S. remains the largest economy in the world, able to back its stakes with military power and geopolitical influence. Likewise, it is wrongly assumed that there is place for only one international currency on the roost bar, whereas experience suggests several internatuional currencies may coexist, as was the case in the interwar period and indeed in much of history apart from the second half of the twentieth century, when American power was undisputed. For the author, "a world of multiple international currencies is coming because the world economy is growing more multipolar, eroding the traditional basis for the dollar's monopoly." And we should not be particularly worried by this prospect, provided the transition is managed smoothly and the United States do not botch it.

This book was a stimulating reading, but I have several reservations with it. It is too much centered on the US. It is sometimes dogmatic. It only considers history in the light of the present. It lacks a theory of international currencies. And it largely ignores finance. Let me take these criticisms in turn.

Since the dollar has been the anchor of the international monetary system, it is understandable that the author gives it prominent place in his narrative. The history of European monetary integration is also well covered. But what about other countries? How do they manage their exchange rate regimes, and how do they cope with the dominance of the dollar? There is no discussion on dollarization, currency boards, crawling pegs, and other currency regimes. Japan is only mentioned as a side story, a reminder of how some countries can spectacularly mismanage their economy and lose their rank in the international order. As for China, the author is reduced to wild guesses and conjectures as to what the real intentions of its leaders are. Brazil, India, Russia and the other emerging countries are left out of the picture. If this book is to be used as a reference for government officials and academic experts engaged in G20 discussions (and I think it should), then it should broaden its scope and consider a wider range of policy challenges.

It should also be less dogmatic. Having researched the subject for years, Eichengreen rests on firm academic ground, and presents compelling evidence to back his claims. But he tends to be excessively confident and cock-sure, especially when he discusses other people's plans and ideas. He tends to close the debate before it has even started, and without giving other parties a chance to present their argument. The chapter on SDR illustrates this point: for him, this composite reserve asset is only funny money, period. There is no consideration to the role SDR could play to manage an orderly transition to a multipolar world, except to reject the idea of a substitution account as a non-starter. Likewise, people who wish to revive the role of gold or to think about an internationally-managed world currency are dismissed as cranks. He may be right, but on that account people gathered at Bretton Woods in 1944 could never have led the foundations to a new international monetary system. You need to inject some creative energy in the debate, even if some ideas seem crazy at first.

Eichengreen describes the past with an eye to the present. This can become annoying for some readers, who wish a clearer distinction was made between history and contemporary issues, and between fact and commentary. Lessons about how to manage the rise of China and to accommodate a multipolar world will certainly increase the policy relevance of the book, but at the cost of academic accuracy and durability. Twenty years after its publication, Eichengreen's thesis about the Gold Standard and the Great Depression is still widely read; this book will have a much shorter shelf life.

What is an international currency? Eichengreen repeats the textbook definition familiar to every student in economics: it should serve the three functions of money as means of payment, unit of account, and store of value. But a definition doeth not a theory make. Exorbitant Privilege doesn't make any reference to theory, neither to the hegemonic regime approach proposed by Charles P. Kindleberger that Eichengreen spent so much energy criticizing in his former essays, nor to the recent conceptualization proposed by Pierre-Olivier Gourinchas and Hlne Rey, who offer a novel theory of the exorbitant privilege of the dollar based on the consideration of U.S. assets and liabilities. As already stressed out, this is not an academic book, but a dose of academic theory would have helped.

As a last point, it seems to me that a theory of international currencies cannot abstract from the rules of global finance, including the considerations on a country's assets and liabilities that recent research has brought to the picture. Money is a financial asset, and portfolio theory may be useful to explain the motives and mechanisms by which people choose to acquire, retain, or sell an international currency. But Eichengreen does not refer to financial theory in this book. Indeed, he shows very little interest for financial market transactions, except to disparage the excesses and follies that have brought to us the greatest recession since the 1930s. By clinging to the classic view of international currency as fulfilling the three functions of money, Eichengreen turns his back on financial theory, and can only offer diatribes and invectives against the easy targets of bankers and speculators.

Sobering assessment of America's future
By Malvin
"Exorbitant Privilege" by Barry Eichengreen offers an uniquely powerful analysis of the U.S. economy and its future. Mr. Eichengreen expertly blends politics, history, and economics to weave a fascinating narrative about the underappreciated but vital subject of fiscal policy. Underscoring the central importance of sound fiscal management to our lives, this book should interest policy makers and students of economics alike.

Mr. Eichengreen takes us through a brief history of American currency practices from the colonial period to today. Interestingly, we learn that foreign currencies such as the peso were commonly used well past the founding of the U.S. government and its fledgling currency, the dollar, was established. Yet, even as the U.S. grew to become the world's largest economic power, the dollar would not come to dominate international trade until after the devastation of two world wars left the U.S. standing alone as the sole remaining capitalist power. The author goes on to explain how the U.S. benefits from the dollar's status as the reserve currency of the world; an exorbitant privilege that, if squandered, would have meaningful implications for our economy.

On this point, Mr. Eichengreen discusses historic events such as the Suez Canal Crisis to illustrate how American power and the dollar are inextricably entwined. Mr. Eichengreen discusses the 2008 financial crisis which has raised serious questions about America's financial stability. Although foreigners were rightfully upset at watching their dollar investments lose value, the author coolly asserts that all serious challengers have their own flaws. However, the author believes this may well change in the future, as the European Union, China, India and Brazil repair their own deficiencies and seek to gain advantage.

In fact, Mr. Eichengreen believes the greatest threat to the dollar will not come from China but from America's own mismanagement and growing indebtedness. Although the prospect of China dumping its dollars wholesale might alarm some, Mr. Eichengreen reasons this is not likely given that China would in effect be only hurting itself. Mr. Eichengreen prescribes a structural adjustment plan akin to Germany's recent experiences from 2003 to 2010; where a combination of tax increases, spending cuts and investments in education and infrastructure might help restore a measure of economic growth and competitiveness to the U.S. economy. The alternative, the author suggests, is to risk a ballooning deficit that might trigger a wholesale rout of the dollar; with serious economic consequences for the nation.

I highly recommend this exceptionally intelligent, timely and important book to everyone.

Community Policing: International Patterns and Comparative Perspectives (Advances in Police Theory and Practice)From Brand: CRC Press

Community-oriented policing (COP) is the ideology and policy model espoused in the mission statements of nearly all policing forces throughout the world. However, the COP philosophy is interpreted differently by different countries and police forces, resulting in practices that may in fact run far afield of the community-based themes of partnership, responsiveness, and transparency. Community Policing: International Patterns and Comparative Perspectives provides a comprehensive survey of purported practices of COP, clarifying the concept and differentiating true COP from other models which follow the ideology in name only.

International contributors profile practices in five continents

Using a case study approach, this eye-opening discourse reveals and examines contemporary patterns of alleged community policing across five continents. Providing insiders’ insight into the myriad practices in a variety of communities, the authors highlight the fact that policing in the countries profiled is heavily influenced by several factors. No matter how strongly the vision of COP permeates a police force’s mission, the significant factors that influence the policing culture are existing social and cultural traditions and structures, conventional methods already in place, the cultural and ideological language that sustains these practices, the efforts of entrepreneurs to argue for or against new ways of policing, and the social capital base found in the society.

Arriving at the conclusion that there is no consensual model of community policing, the detailed analysis in this volume makes this absence of agreement abundantly clear. Separating rhetoric from reality, this illuminating study is a practical, realistic contribution to the expanding literature on community-oriented policing.
